I have both had this occur on my computer, and I have googled it to find that others have had the same.  The recycle bin has the icon of having something in it, but opening up the recycle bin to see what is there, shows nothing.  An attempt to use the "empty recycle bin' command then initiates a small confirmation screen asking "Are you sure you want to delete Windows?".  I have chosen the YES option to this before, and all I get is an error window about the files being in use or protected.

 

The general feel of this seems to be that it is uncommon enough to not worry people, even though it seems to suggest the most drastic of intentions.  At first I thought it was a hacker joke - or even a Microsoft engineer one - but I am not sure how this can be confirmed.

 

The good news seems to be that a reboot without choosing to empty the recycle bin, usually removes the error and the bin will appear empty once more.  I would worry if it began to happen on a regular basis, but untill that happens, the reboot option seems to band-aid it well.
