I have tried running Bullguard in Safemode (WinME) three times now. All were unsuccessful, had to shutdown because Bullguard did not start after 7 minutes. Has anyone had the same problem? If it is possible to run Bullguard in safemode please let me know how.

No antivirus will run in Safe Mode - this is why it is called Safe Mode: only system services may run.
