One of the scanner that you use must have deleted that file with out removing its registry entry so now the registry is calling for that file to start up.
 
If you run Hijackthis, there will be a relevant entry in one of the 04 lines, fixing that entry will stop the error at startup.
 
The entry is similar to this, just fix it and error will be gone.
O4 - HKLM\..\Run: [My Web Search Bar] rundll32 C:\PROGRA~1\MYWEBS~1\bar\2.bin\MWSBAR.DLL

To get rid of c:/Program`1/ect go to start-run-type in msconfig-click ok-scroll across tabs to startup-click Disable All-click Apply-click Ok-restart,back on desktop Configuration box will appear check Dont show ect. click okay. Done
