Settings change alert in XP

Sorry if this has been covered already, but what I thought was the search function is hopeless, so a link would be appreciated. If not......

I keep getting an alert pop up, well, constant would describe it better.

 "Bullguard has detected that the proxy settings in Internet Explorer have changed...."

The details.c:\APP\DDC\BIN\PSAAGENT.EXE changed the proxy settings in Internet Explorer.

OK, I think it's from a car diagnostics program that I installed. But no matter what I do, the pop-up returns every 45 seconds.

I click "revert" - no change. After being frustrated to the point of clicking "accept" - no change - I thought I'd post this. 

Logging in was a battle in itself.

Any pointers will be much appreciated.
